September 1989
"Belarusian Sputnik" and International Association for Education and Exchange Dortmund decide on the joint construction and operation of an international meeting centre in Minsk.
January 1990
The German-Belarusian jury announces the project of architect Richard Pierschke as the winner of the competition. Federal State North Rhine-Westphalia and the Evangelical Church declare their willingness to provide financial support for construction of IBB.
March 1991
Partners “Belarusian Sputnik” and IBB Dortmund sign an agreement on joint venture and develop its charter. Later, Minsk City Executive Committee and the Savings Bank “Belarusbank” also become associates.
September 4th, 1994
Grand opening of International Centre for Education and Exchange Minsk. Minister of State North Rhine-Westphalia Dr. Herbert Schnoor and the head of the City Executive Committee Minsk Alexander Gerassimenko are present at the opening ceremony.
April 26th, 1996

IBB Dortmund in cooperation with the Foundation “East – West Meetings” holds a congress “Chernobyl Warns”.
August 1998
IBB Minsk and IBB Dortmund organize trips for former prisoners of the Minsk ghetto and concentration camps, as well as the former Eastern workers, to Münster, where they tell the stories of their lives and visit an exhibition of the Institute for Social Research in Hamburg that is devoted to crimes of the Wehrmacht.
February 12th, 2001
At the partner conference in Iserlohn, 200 representatives of German-Belarusian initiatives decide to undertake a campaign in favor of the Support Program for Belarus “Overcoming borders”. The campaign is successful. A year later, IBB Dortmund is entrusted with the distribution of project funds provided by the Federal Government of Germany.
March 2001
Constant demand of companies and organizations on the offices in the ICEE causes the construction of four new buildings.
June 2001
IBB Dortmund and IBB Minsk conduct within the European Commission's program “Development of Civil Society” activities on development and upgrading of pluralistic media in Belarus. The seminars and training courses marked the start for the establishment of the IBB Media Academy.
November 2001
IBB Minsk in recognition of its long-term work on reconciliation and mutual understanding between Belarusian and German people is awarded the Cross of nails from the city of Coventry.  
March 21st, 2003
The History Workshop begins its work on the territory of the former Minsk ghetto. It has been created as a result of cooperation of IBB Dortmund and IBB Minsk with the Union of Belarusian Jewish Public Associations and Communities in Belarus.
August 2004
The construction of the buildings of the consular and legal department of the German Embassy is finished.
September 1st, 2006
Assignment of the name of Johannes Rau to the Minsk International Centre for Education and Exchange. Solemn ceremony is held with the participation of Mrs. Christina Rau and her daughter, Anna, Minister of State in resignation Herbert Schnoor, Foreign Minister of Belarus Sergei Martynov, Minister of Transport, Building and Housing of Germany in resignation Manfred Stolpe, Metropolitan Filaret of Minsk and Slutsk, president of the Union of Jewish organizations and communities of Belarus Leonid Levin, Ambassador of Germany to Belarus Dr. Martin Hecker and other dignitaries.

The Quality and Environmental Managment system of IBB Minsk receives certification by the Belarusian ministry of ecology.   
April 2nd, 2009
During the 4th Johannes Rau Debate, the prime minister of the German federal Land Brandenburg officially resumes the patronage of IBB Minsk.
